This project comprises a multi-functional welfare facility for individuals with disabilities, with one basement level and four to six above-ground floors. The site is a narrow strip oriented east-west. Highly public retail spaces are positioned along the main road, followed by accommodations for individuals with severe physical disabilities—who require greater care and evacuation access. Residential units for people with intellectual disabilities and mild impairments, who have higher mobility, are placed at the far end.

The core consists of stair and elevator lobbies, with residential units arranged radially around them in a windmill-like configuration. The three main building masses are separated to allow open space on the south side, improving ventilation and daylighting for the living spaces.

The façades use a framed design to emphasize horizontal continuity across floors. The north and south elevations are more visually dynamic, while the east and west are more open. A gradient color scheme adds character to the exterior. Outdoor space is combined with public art, and a corner pocket park softens the edge along the road—offering a small green oasis within an otherwise space-limited industrial area.
